FILES
1) oh_official_turnout_absentee_by_county_2022_2024.csv
Official Ohio SOS canvass reports, one row per county per election plus a Statewide row.
   election, county, registered_voters, ballots_counted, official_turnout (fraction),
then all columns of the SOS Absentee Supplemental Report (absentee cast/counted, domestic by mail,
domestic in person = early in-person voting, UOCAVA). The dropbox / personal delivery / mail return
columns exist only in the 2024 report (blank for 2022). source_turnout, source_absentee = original SOS file URLs.

   party_affiliation (by_county_party file): current file value D, R, L, etc.; U = blank (unaffiliated).
Ohio party affiliation is set by the last partisan primary ballot taken.
The _STATEWIDE row in the county file is the sum of all counties.

3) oh_voterfile_general_voted_by_county_age.csv
county, election_year, age_band_on_election_day, voted_general (age from birth year; counts only).

LIMITS
- The voter file is a current snapshot: voters removed since 2022/2024 (moved, died, purged) are not in it,
so voter-file counts are lower than official ballots counted. Use file 1 for official totals.
- The voter file records only whether a person voted, not how (no early/mail/election-day flag) and no dates.
Vote method by county comes from the official absentee report (file 1).
